Education and the development project

Every national development project needs to be anchored to a national education plan that guarantees not only basic quality education but also an academy integrated with the efforts of professional training, technological innovation associated with production and aimed at understanding Brazilian problems. Great evolutions in basic education are necessary conditions for civilizing and economic progress, because they promote new skills and abilities, increase labor productivity, reveal new scientific talents and diminish social inequality and the difference of opportunities among children.

Education in Brazil

Brazilian basic education is still not a State priority. The low average teacher salary in Brazil is still a major obstacle to our public education. Brazil's average schooling rate is half the Argentinean index and slightly more than one-third that of Cuba. In addition, the pedagogical model effectively practiced in Brazil privileges the mere accumulation of information, without worrying about developing students' critical capacity. In higher education, we have made progress, but we still only have 18% young people aged 18 to 25 enrolled. But there are good examples in the country.

A revolution in education

The example of Sobral, the country's best IDEB, shows that, even with budget constraints and the current pedagogical model, we could be much better off than we are today in Brazil.

The country needs, however, a real revolution in Brazilian education with 4 guiding principles:

  1. Prioritize investment in people (preparation and remuneration of professionals);
  2. Material support for the poor child to stay in school and dialogue with his or her family group, bringing him to school attendance;
  3. Radical change in content, abandoning the focus on memorizing facts and formulas and focusing on the development of analytical (practical and conceptual) skills to learn to learn;
  4. Adaptation of the school to the digital age, computerizing all possible procedures in the school space, but mainly, providing informative and interactive content attractive to the new generation of Brazilians.

The main skill to be learned in an over-changing world of information and technologies is the ability to select and relate information, consider different points of view, and contrast positions. Children need to learn to learn and to criticize.

This is not the promotion of relativism, but a genuine critical and scientific thought. The model of the information breeding teacher is obsolete, since access to information today is easy and massive through the internet. It must therefore take on other roles, such as teaching to seek and relate information, intervene in individual learning difficulties, address the same content from different points of view, and help develop student reflexivity and autonomy for learning during and after years of schooling.

Why Cyrus?

Ciro has been insisting on the role of the academy as a fundamental pillar of coordination with the executive and private initiative for the feasibility of a Brazilian industrial and modernization project. In the same way it has defended in the last twenty years an educational reform in the molds of those drawn here. In order to carry out Ciro, he argues that there is no other way to Brazil than the repeal of the PEC 55, which froze education expenditures in the Constitution for twenty years.
