The Brazilian Congress and its dynamics of operation

The current congress is still heterogeneous with respect to its groups and members. The president must negotiate with the whole national congress, have their members a good reputation or not, for they are, in any case, the leaders to whom the people have given their vote. Even in the face of a congress that shows little legitimacy and unfavorable, it is possible to negotiate without transgressing ethical or moral limits (without yielding to undue pressures and interests) and, if there are grounds for doubt about the conduct of congressmen at the base of government, those involved should be investigated, reported and, if necessary, removed.

Dialogue with the people: how can it be

The central problems of the Republic can be solved in a substantially democratic way, with a broad debate, agreed with the population. If the President of the Republic mobilizes the popular force of his mandate to foment the national debate on central issues, joint hegemonic action will be created, capable of resisting unwarranted attacks that try to distort the debate.

As part of this agreed relationship between politics and the people, political campaigns should be spaces for discussion of proposals and paths in the name of solving national problems. This would involve the people having the opportunity to understand and discuss with the candidates which project Brazil will follow, which course it will follow and which interests the country will serve.

Referenda and plebiscites

In addition, it should be borne in mind that, at a time when the difference between what reality shows and what marketing is trying to achieve becomes clear, the government may end up losing popular support. We must demystify the role of coalitional presidentialism in the country's power and evolve, as far as possible, from a representative democracy to a participatory democracy - as the Constitution already points out, on the paths that would best serve the people.

Therefore, in the impasses, one must immediately and directly summon the population through referendums and plebiscites.
