Brazilian agriculture and development
Brazil should never give up its comparative agricultural advantages in a development project. With continental farmland, the world's largest freshwater reserve and year-round sunshine, we have unparalleled conditions for agriculture. Together with mining, it is the only surplus sector of the Brazilian trade balance and the balance provided by its incomes has sustained the country.
Brazilian agriculture today
In Brazil two different agricultural models coexist: agribusiness and family agriculture. Despite often having a negative appreciation of the popular imagination due to cases of violence and exploitation in the field, non-compliance with environmental legislation and land concentration, agribusiness is fundamental for the Brazilian economy. To curb illegal practices is a fundamental task of the State, which must guarantee the application of the Constitution and justice in this essential activity to the country. Likewise, the Brazilian State must continue to guarantee technological and financial support (for crop financing) to agribusiness. Soybean cultivation, for example, became viable in the cerrado because of the biotechnology developed by Embrapa, and cocoa also had great historical support from CEPLAC.
Family agriculture also plays a key role in the Brazilian economy. This agricultural model produces 70% of the food we consume internally and, in addition, employs 70% of the workers in the field, since in agribusiness the work is very mechanized. However, the family farming model presents three challenges for its development: (2) in comparison to agribusiness, its costs are higher for most products today; 2) their difficulties in storing and disposing of perishable products are greater and 3) their financing conditions are worse.
A new agricultural project
We need a project that meets the needs of both agricultural models. In the case of agribusiness, the overthrow of interest will improve the financing bottleneck. We also need to resume the biotechnological research of Embrapa and CEPLAC, for example.
We can overcome the problems of family farming today with 1) choosing products that require more intensive labor in the crop; 2) technical and legal assistance of the State for the production, storage and formation of industrial processing cooperatives, avoiding the destruction of crops and, finally, 3) concession by the State of special lines of credit and 4 articulation of family agriculture, via cooperatives, with large export companies, guaranteeing markets and production flow. In addition, these local projects could provide a solution for successful settlements of landless workers with a consequent agrarian reform project. By providing technology, financing and market access, the state unlocks the smallholder and allows him to produce higher value-added goods.
Ciro Gomes and the role of agriculture in development
Ciro Gomes has defended these solutions for Brazilian agriculture. The model proposed here for family agriculture was applied by him in Ceará, transforming this state that had no tradition in the production of pineapple, in two years, in the largest Brazilian producer of the fruit. In addition, Ciro proposes an industrial policy focused on the processing of agricultural products, as this would add value to products that we export in the raw state without requiring high technology. It also advocates encouraging the creation of an industry of agricultural inputs, since 40% of our costs in the sector are still with imports of pesticides and implements.
